The Whitehall Township Authority, located in Lehigh County, PA, is seeking a full-time Authority Manager. The Authority provides potable water service to approximately 2,900 residential and commercial customers located in Whitehall and North Whitehall Townships. The Authority Manager serves as the chief administrative officer, reporting to a five-member Board of Directors, and is responsible for the overall leadership, management, and daily operations of the Authority’s public water system.
Responsibilities include oversight of:
Water system operations, maintenance, and infrastructure
Regulatory compliance with Pennsylvania DEP, EPA, and other applicable agencies
Water quality monitoring, sampling programs, and reporting
Capital improvement planning and infrastructure projects
Budget development, financial management, and rate administration
Contract administration and coordination with engineers, contractors, and consultants
Personnel management and labor oversight
Customer service and billing operations
Emergency response planning and system reliability
Intergovernmental relations and coordination with township officials, regulatory agencies, and the public
The successful candidate should possess strong leadership, organizational, communication, and problem-solving skills, with the ability to manage multiple operational, regulatory, and administrative responsibilities.
Applicants should possess at minimum a Bachelor’s degree in public administration, business administration, public policy, environmental science, engineering, or a related field, or equivalent professional experience.
Candidates should have at least five (5) years of progressively responsible professional experience in water utility management, municipal administration, or a closely related field.
Preferred qualifications include:
Experience managing public water systems or municipal utilities
Familiarity with Pennsylvania DEP drinking water regulations
Experience with capital improvement planning and infrastructure projects
Knowledge of water distribution systems, treatment processes, and regulatory reporting
